Dr. Harris and her team have conducted research in a variety of areas focused on understanding and preventing work-related injuries and improving human health, productivity, and health. In the interest of providing effective and efficient workplace safety programs, the State of California enacted the “Safe Employer Ordinance.” As of August 21, 1988, all employers, large or small, must have in place an integrated and comprehensive program to prevent and control workplace injuries and illness. The State of California has established the Cal/OSI (Cal/OSHA) Task Force to develop and promote this state action plan, which includes a program to prevent and control injuries and illnesses at all workplaces. OSHA's Safe Employer Ordinance is intended to apply to employers within the state. The Ordinance applies to employers with 500 or more employees, including small employers. The Safe Employer Ordinance: (1) requires an integrated and comprehensive program to prevent and control injuries and illnesses at all workplaces; and (2) permits OSHA to assess a maximum fine of 15,000 for failure to comply with any provision of the Ordinance, which is in addition to any penalties the employer may be subject to for violation of the State Labor Code or any other law.
